Some of those groups have strong national or regional identity. But they all are open to anyone want to join for participation. Although Japan didn't submit many their own standards to ITU for promotion, a lot of Japanese companies actuall participate actively in those groups outside Japan. Some of them even own many IPs in various standards.
赵厚林 could be more helpful if many Chinese companies had active participation in standards development.
