I recalled from my talk with Chinese-Viet:
most ethnically Chinese are rich businesspeople/professionals in Vietnam, so they supported the capitalist gov, who was also the friend of US gov,
when Northern Vietcom took over the whole country, these rich people had to flee. Anyway, communists Vietnamese want to kill them first. I think ethnic issue is there, but mostly it is driven by economic status.
Of course, you should not expect much from the dictatorship gov back in China:
1. Qing dynasty called overseas Chinese "Discarded People from Heavenly Dynasty" and never cared about their welfare.
2. Communists China was also happy when Indonesian gov purged the rich Chinese there in 1960s.
Chinese gov do not care about ethnical kinship--- if IT CLAIMS that they care, that's mostly because either YOU ARE POLITICALLY IMPORTANT (like Taiwan), OR YOU ARE RICH and good for exploitation.
