1. Is there a minimum investment amount for a foreign trade company in China?
If you want to set up a foreign invested trade company, you will need the minimum investment of $500,000 USD to have 出口权. However, there are hundred companies who can help you with the capital. They have the money and can use as your required rejistration capital. You will need to pay a service fee though.
2. I have U.S. passport. Can I set up such a company in China or do I have to find a Chinese citizen to do so?
If you are the sole owner, you can set up the company as a foreign invested company which has no advantage over the local owned. I do not know the minimum amount. A local company can be set up with only Y100,000 RMB. Therefore, there is really no reason to form a foreign invested trading company.
3. Who gets the tax refund, the trading company or the suppliers? What's the percentage now?
Who has the company gets the tax refund. A lot of suppliers have the 出口权。They can export directly.
If you start small, you do not need to set up a company. You can use your shipping company as agent. Most of the shipping company has 出口权 or has connections with companies who has 出口权. However, they do get the tax refund. You can negotiate the shipping price to factor in the tax refund.
Only if you can generate more than 1 million RMB/year revenue, will it worth the trouble to set up your own trading company.
It is possible that you set the company up just to have the 出口权 and make money through tax refund. However, it takes some effort to secure the clients. As there are thousand companies (all the old state owned import and export company) has 出口权. They do sell these 出口权 for cheap.
