PLEASE OPPOSE THE OUTRAGEOUS BILL S. 1586
Senator Charles Schumer has recently introduced a bill
S. 1586.
Such a vicious China bashing bill proposes to add a
tariff of nearly
30 % on all China's imports directly and indirectly.
Many analysts
think such behavior is politically aimed to please the
union leaders.
Their anti-competition stance will eventually destroy
our country
if left unchecked. .
Bill S. 1586 is a vicious, suicidal, 'Un-patriotic'
"Protectionism"
against America itself. The tariff may help one
industry but it will
put the squeeze on many other industries. It will
raise more costs
on America's manufacturing companies because many
industries
do depend on China's cheaper imports. It will make
America's
manufacturing even harder to export competitively.
Millions more
jobs will be lost in U.S. On the other hand, the
American public
will suffer immensely with artificially higher priced
consumer
products. It will greatly cut the domestic consumption
spending
which accounts for more than 20 percent of our entire
GDP.
The last steel tariff is such a painful , vivid proof
: After punitive
tariffs of up to 30 percent on imported steel, many
American
manufacturing companies now say that because of the
tariffs,
they're forced to pay 20, 30, even 54 percent more for
steel.
Because of such tariffs America auto suppliers are
losing business
to many foreign countries. The tariffs benefit 178,000
steel industry
workers, but threaten 2.2 million auto supplier jobs.
Such tariff
also brought Russian's revenge on America's exports.

CHINA DID NOT MANIPULATE ITS CURRENCY:
Whichever way the U.S. Dollar flows, China follows the
trend
up or down. That is Not "manipulation" . What China
is trying
to do is to maintain a "stable" currency. If China is
"manipulating"
currency, then they could just depreciate its own
currency in any
degree they want. They do not have to float with the
U.S. Dollar.
The IMF senior official Dr. Goldstein said : "It is
the Overall
current and capital account positions that matter for
judging the
extent of the exchange rate misalignment, not
bilateral trade
balances or components of the current and capital
accounts," .
Many economic experts said China's yuen is
undervalued by
no more than 10%. China's "Overall" foreign surplus
was
only about $ 35 billion last year instead of $ 100
billion as
many congressmen advertised.
GLOBAL TREND: MANUFACTURING JOB LOSS :
China did not steal American jobs. It is a global
trend of
manufacturing job loss because Productivity is rising
greatly.
China lost 16 million manufacturing jobs, a decline of
15 percent
which is more than double the rate --15 percent versus
7 percent
-- of the other countries in the study, between 1995
and 2002,
according to a study by the Economic Research at
Alliance
Capital Management of manufacturing jobs in the 20
largest
economies. In that same time, U.S. factory
employment shrank
by 2 million, or 11 percent.
Some 22 million manufacturing jobs were lost
globally between
1995 and 2002 as industrial output soared 30 percent.
This great
"Productivity" is wreaking havoc with jobs both at
home and abroad.
Only five of the 20 countries increased
manufacturing jobs.
They are -- Canada, Mexico, Spain, Taiwan and
Philippines
due to the artifical special treatment for them.

CHINA'S HUMAN RIGHTS ARE GREATLY IMPROVED.
Many China bashing politicians often link China's
human rights
to the trade issue. However, China's human rights are
making the
greatest improvements in its history as their overall
economy
improved and most of Chinese living standards are
raised.
With its 20 % (1.3 billion) of the world population,
China
deserves the praise on its biggest and often difficult
overall
human rights improvement throughout the entire nation.
A US think tank "Foreign Policy in Focus" made
investigation
on China's Tibet and its human rights issue. Dr.
Grunfeld wrote :
" The numerous organizations concerned with Tibet
are openly
anti-Chinese and serve largely as propaganda agencies
for the
Dalai Lama's government-in-exile. Human rights
groups,
such as Human Rights Watch, focus attention on the
individuals
who are indeed victims of human rights abuses, but
since this
repression is highly selective and not universal,
their reports
distort the OVERALL picture of what is going on inside
Tibet. "
It urged : " the U.S. must recognize and
acknowledge
the major advances in personal freedoms that the vast
majority
of Chinese citizens now enjoy and must place human
rights
complaints in the larger context of current Chinese
society.
Washington, and especially Congress, must end its
knee-jerk
China bashing and portrayal of China as a major threat
to the U.S. " .
Instead of bashing our most important trading
partner,
Congress must seriously look at our domestic problems
:
1: While our government wants a Strong Dollar Policy
,
our Congress ignorantly demands that other countries'
currency raise their values. This is conflicting and
self defeating.
2: Our domestic cost is too high for not just
manufacturing industry
but also for all Americans. Some example: extreme
high cost of
the Health insurance, high cost of the Education,
high cost of the
Legal fees, high cost of nearly every service industry
.... high TAX
on factory's profits,.... Plus general Americans
unwillingness to
work for very low wages have made America's products
unable
to compete globally. Indeed, American dreams cost
American jobs.
3: Half of our entire TAX revenue is gone to the
Defense Dept.
which is used in massive weapons buildup (including
WMD),
waging Wars to slaughter other countries' citizens,
global military
Occupation ...... while U.S. Education, Training,
Employment and
