Chinese strength is still primarily in the low value-added products. Low profit margin calls for volume. Mass production is probably the way to go (in general of course).

Relativity is the key word here. If Chinese companies can have the kind of relative R & D percentage Americans have, it's already an improvement. On the other hand, stealing IP is definitely much cheaper
