There is no any country on this planet which treats everyone equal, only some relatively and reasonably fair ones such as the States and so forth. To help the poor become homeowners, China may borrow a few ideas from HUD instead of forcing the real estate markets down which eventually will shoot himself on foot!! The China housing markets are telling us the mandatory regulations are not working; the housing prices are still up by the month!! There is an invisible hand, no matter you call it a black hand or a red one. The marketplace has the final say in a market economy (the planned one didn't work unfortunately)!
Talking about being fair, what about that the banks charge each depositor, no matter what income levels they are at or without any income at all (the only thing some old people have are their bank savings), 20% on the interest banks pay out to the depositors; on the other hand, relatively more affluent people play the stock market and had an average capital gains of 130% to 150% for 2006 and they DIDN'T have to pay ANY capital gain taxes.
