empowered by the people doesn't mean empowered to abuse power. Every nation has its own way handles public power.
This is the American way; yes, it may be empowered to spend billions to turn over another government, but for humanitarian relief, that's the limit of administration power. I don't think any incident could change it.
And, there is a deep root ideology in american culture, people don't take charities, especially from federal government. Humanitarian relief is not a face show.
