dollar woth of cash, equities, or a combination of both at your stock account and if it is a margin account, your buying/trading power can be doubled. Of course, the stock prices that you are holding can be fluctuating daily, so on a certain bad day when your stock prices are down dramatically and you are holding some of the stocks on margin, you will get a margin call from your broker for more capital infusion unless you have to liquidate some of your stocks for cash at the worst possible time to meet your margin requirement. 
In "her" case I have not seen her $2 million balance so I don't know how come "she" got $4M trading power. 
Generally speaking during a bull market and if you know what you are doing, using margin account aggressively can double your returns, and vice versa if the market acts against you or your bets go wrong.
