All federal funding agencies like DOE, NSF, NIH and DOD have SBIR/STTR programs for small businesses. The 1st phase is the peer review of your technology; and the second phase is the business plan. The funding usually is abou $0.15-1.4M; state governments like Illinois also have their own funding mechanisms.
Also, federal government like SBA, DOE and USDA all have loan guarantee programs. If you are lucky, you could get the government-guaranteed loans up to $400 M.
The key to success in the U.S. is the technology, peer-reviewed by your colleagues; and then, the business team. I believe your conclusions are pre-mature without studying the U.S. system.
