I can see what you mean by "quantity" and "quality" of GDP. GDP is now measured by capital numbers, however, inflation is not factored in. Also, mass purchase power is not factored in either. If GDP grows, inflation also increases, and people's purchase power decreases, then the GDP growth does not mean anything. Take the real estate market for example. Due to its over heated price, average people's purchase power dastically decreased. Even though GDP has grown by double digits, people's life does not improve much.
This is also related to the capital distribution of GDP. The current situation in China is, in the course of GDP increase, most people, especially peasants, do not get much increase in their income. Most of the capital flows into a very small number of people's pockets. Although government tax money increased, it's not used fairly onto projects for the general public - in other words, the money is not redistributed to the average people, such as social well fare, education, etc. On the contrary, a large portion of the tax money is abused, wasted, and lost in a highly flawed system. The central government's decision to use over 1 billion (US dollars) to fill up the holes of banks is just one way such tax money is lost. In this case, GDP growth does not mean improvement in people's life. Instead it disappears after it is created. There has been calculation by the World Bank that efficiency of fund use in India banks is about 4 times better than that in Chinese banks (I might have misremembered this, so correct me if I am wrong.) That's one indicator of how the Chinese GDP is diluted.
