This is a common issue, no matter you are dealing with investors in US or China. Ideally, you can ask the potential investors to sign an NDA, yet the reality is that almost no investors will want to look at your business plan if you ask them to sign an NDA first. They would rather you take your plan to somewhere else regardless how great your plan might be.
The common sense suggestion is to start it yourself as much as possible. You are not alone, a lot of us are in the same situation.
