From a communication level, I guess it means when to talk and how to talk. Due to my work nature, I have some close contact with German Surgeons. Everyone of them can be labeled with agreesiveness, and everyone of them knows how to talk and when to talk to achieve what they want. For instance, if they want something from you. They would find something for your interest and talk about what you are interested in to make you happy. That is what they call "setting-up mood", and then get into the mail topic. For our chinese fellows, we were brought up differently. That is the area we need a lot work to improve.
From a career development level, I guess it means when to move and where to move. I have a friend who was an assistant professor in a good university. He was on the top of his game in his mid 30's. He was trying to catch the wave of Dot-com. But unfortunatley, he only caught a bubble. Now it is almost unlikely for him to go back to the original career path. I guess, it is difficult for everybody to make a big dicision especially in career development. Good timing needs Cool mind and big vision.
From a women-wooing level, I guess it means when to make a move and how.XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX. This part needs to be filled by experts 
From a finacial level, it means when to buy and when to sell. Nonsense  If I know so, I do not need work any more.
