Other firms like PWC may be worse... Whereas in most of the countries PWC is generally the best...
Deloitte seems to have done quite well in HK and BJ too but their Shanghai service is the worst...
One of the embedded faults in Big Four's China system is that the engagement partners rarely hold CICPA licenses therefore most of the reports can only be signed off by manager-level local CPAs. How can they be held responsible for such a reporting structure? This is fundamentally wrong.
Also for lots of HK CPAs, they are not very familiar with the PRC's tax system, esp. VAT.
But I do feel in terms of ethical standards, all the common law system countries are very professional. Their CPA society is a private professional club, not quite affected by governmental agencies. They seldom take bribes, kickbacks or have other profits related to clients' business. That is something for the CICPA to learn.
