usa has been proud to represent the value of free world.
the u.s. armed forces has been designated to deploy around to maintain the world order elolved around the very core value system.
China is not part of that value system, but the chinese military is designated to stay as "people's military" which
we see repeated from all natural disasters in the PRC history, as the military was always deployed to promptly respond to all such emergencies.
further more, we have the police at stations managing the
citizen registered household info on proactive basis. then we have a system in the chinese city/township neighborhood
where the adminsitrations go all the way down in an integrated system.
in emergency situations, city municiple governments in china could effectively, if htey want to, have such structure working to their advantages, although it is not necessarily chain of commands.
for instance, let's take beijing for example: in case of such emergency, within 2 to 8 hours, you would be able to have 1/3 of any of all or following three troops to be positioned in bejing from the 65th/66th/38th.
then you could have 2 divisions of beijing armed police troops at disposal.
the mayors, if not to act promptly, can be fired from their position on day one when incident/disaster takes place, so for their own sake, they better act like they care.
now let's look at the american system
mayers and governers are elected. you don't get to fire them
military is designated to deploy overseas, no training or an outstanding program to deploy them in fashion effectively respond to such disasters...
there is not an infrastructure in american politics that can perform some what chain of command into neighborhoods.
how do you get a quick reference info on how many households are assessed in what damage areas...the american police have access to social security info...but they won't be able to give you a quick run on exactly which households are in what area and sum up to an assessment
look at the advantages sides of american system
biggest military system, biggest air lift power, high tech...
if they used the hightech to monitor all situations,
if they actually designated national guards with such tasks
if they actually have emergency program with all contingency plans..
then NOLA would not have been fucked so bad...too bad they are in that part of america...
nidonedian air force did a much better job responding to tsunami than the us air force did in NOLA. what does that tell us?
