OK, Let me use the language you can understand.
"she is new to America, and don；t have the LUXURY of Month/years to understand the rule".
Do you really think that it takes "months/years" to understand the rule, e.g., "don't get in the way when police are doing their jobs"?
Assuming that she can not understand the rule, what is the solution?
She stay in China and don't come the US.
or
America should treat her differently since she is a foreign traveller who don't understand the US rules.
or
She do whatever she wants. No matter what happens, US is the one to blame, because US did not make her understand the rule before allowing her into the country, so it is Americans' fault.
