I used to work for a leading financial firm briefly in east coast in oursourcing and we engaged Infosys for $35/Hour(that is for their people on site in USA), much cheaper than maintaining a substantial inhouse development team. I sense there is an industrial going rate here, around $30.
However contact details are always more important than the norminal rate. Actual requirements will change as it rolls and man-hours will change as well. I still cannot figure out how exactly it works; I tried to get some sample Infosys contracts but in vain...I used to work as IT consultant, but not senior enough to manage contracts.
so 创业者, where are you in terms of CMM? My understanding is that it is a benchmark, will impact your final charge rate and marketing. However, keeping consistant quality of employees for such a leader like Infosys is still hard, their people I work with are just as good as any of my chinese friends and programmers(both here and in China) at the best.
