1. first, there should be no regional limits on foreign retailers in a free market economy.

There are french, UK and German retailers in US. I never heard of any regional limits imposed by US gov.

In Europe, there might be technical barriers, but explicit regional limits are not heard of.

2. Carrefour fails to do a good QA job in purchase, but that happens to many domestic retailers too.

There is nothing special here, except for xenophobia from domestic retailers.
