It is easier said than done for the following reasons -
1. China's domestic software industry lacks scale. Most firms are very small (10-200 staff). They lack the international name/brand. It is a tough sell to foreign customer who will be concerned about how long your biz will last.
2. China IT developers have the technology knowledge, but have not practiced in international standard and software engineering process such as CMM. 3 years ago, there is not a single CMM 5 certified software firm in China.
3. China, like India, has very high turn over rate in the software development field (around 30 to 50% in most cases for small firms), compare to 10-20% in US. So the training ROI is very low. You are training people for the next employer.
4. Staff loyalty to domestic software firm is almost none. Many staff, once they developed their skils at your companyl, will jump to multinational firms such as IBM and HP with higher pay and lower work load.
5. China does not have a honor system for IP. Technology is stolen and/or copied all the time. It is hard for a new software biz to prosper with so many new comers just copy what you have and sell it at lower prices.
Myself and many of my friends have thought about this idea for at least 10 years, but no one I know have pulled it off.
