You drop and leave.
The only requirement is the form is submitted, while you are physically in the US. I don't recall the re-entry permit requires you to stay in the US.
I had two re-entry permits done back in the middle 90's. I am pretty sure at least my second one was mailed to me, while I was in China.
. YOu can call the INS hot line for the help. A note of caution is theier answer is usually unprofessional and incorrect. Try to call a few different time. Or you can schedule an appointment with a immigration lawyer (Chinese people is better on this subject.)to check out the information. The standard fee is around 250-300 per session (hour)
