My 2 cents:
As far as how to handle the question of "杂", I think the Object Oriented concept in software development can help. Let's say your current company is Z, and now you have spinned off companies A, B, and C, each responsible for its own project/company in China. Now, Z should be the interface of any new projects (in practice I would use Z as interface to all other spinned companies), so when a new project comes in, Z distribute it to A, B, or C, or a new company D, or any combination in the above 4.
