this girl should be less than 20 years old.
GCD's family planning policy started long before she and/or her siblings were born.
this is a terrible case. there is no doubt that chinese government should be blamed for this. however, her parents should be held responsible for their own poverty. in a sense, they are criminals who put their children to a horrible situation.
