we should minimize the cost per transaction, therefore:

(1000 + X) * 0.6 + (1000 - X) * 0.4 - 2
=1000 + 0.2X -2

to minimize the 0.2X -2...should be above zero, so the best solution would be 10 dollars everytime...what do you guys think?
