The other factor we may need to consider is the tax rate in the U.S. A 4% rate really is less than 3% depending on your tax bracket. For now, let's ignore inflation rate inparity. If RMB is to go up 3-4%, it may be worth converting USD to RMB. I assume RMB interest income is not taxed, is this true?
I am not specialized in this field. Just some personal thoughts.

It is usually a "wash" between interest rates and exchange rates for foreign currencies, given a free market rate environment and the mighty "invisible" hand. However, in today's China, both rates are controlled by the government, whose behavior is far from market driven. The magnitude and timing of RMB's appreciation is still a million-dollar (or more!) question. How likely in your opinion, in next 2-3 years, USD vs. RMB will be in the touted range of 1:6 or so? Then the question is how to hedge against the bigger storm.
