and warn the upcoming potential criminals (mean those who have the capability to change the fates of those SOEs and incline to take bribes for selling cheap to overseas PEs)
Someone should propose an act to bring the government's attention to such issues, ann maybe suggest to set up a special commitee to look into these issues (investigations...).
