the traders have a free call on the gain. the difference:
1. overall bank traders make money to justify their existence. Chinese SOE tend to lose money overall
2. bank traders get fired if they lose money, since no excuse is accepted. SOE has come up some excuses without admitting ignorance and/or stupidity. They have to cry 'ghost'
