Hiring the right poeple is very challenging, no matter in US or China. I interviewed dozens of software engineers recently in US, ranging from junior to principle engineers. The situation is similar, you can't believe what they say, especially for white guys, most of them are so good at exaggerating their skill level and talking about projects they never touched. Some tough technical tests have to be done to know their actual skill levels. And tests need to be carefully designed since answers to most common technical questions are widely availabe on the web. Non-techinical conversation is important as well to determine candidates' real interest, such as whether they are really interested in the job, or just money.
Regarding high turnover rate, solutions that I can think of:
1. Offer high salary to reward high performers. A good engineer is much better than two or more lousy ones in terms of productivity.
2. Screen out people who just interested in money as early as possible. They 'll jump ship whenever somebody offers them a little more money
3. Corporate culture. Cultivate a good culture to make employees love working in your company
