Since business travelers are indifferent between $600 for a NonStay-Over and $300 for a Stay-Over, so charging $599 for NonStay-Over will make sure you will have all business travelers to pay for the $599 NonStay-Over.

Here is one assumption, since $300 Stay-Over is equivalent to $600-NonStay-Over for business traveler, then $599 NonStay-Over will be better off than above two alternatives for the same group of people. This assumption will not necessarily hold in reality.
