however, I dont really agree a project manager has to be technical expert.
As stated, people management is most important for a project manager. A good project manager should understand his team well and best utilize their skills to deliver the project as it moves along. I personally have seen several PMs managing project well even without technical knowledge in that area. It might be hard for them too, thats how a good PM will shine.
